Announcement of environmental status assessment
Jiaozuo Yingli economic and Trade Co., Ltd. has started the environmental impact assessment of the project with an annual output of 150000 tons. The public participation activities of the project are carried out according to the provisions of the Interim Measures for public participation in environmental impact assessment.
1. Main issues for public opinion
Nature and construction site: the project is an existing project, and the construction site is located in the east of Waiwang Town, Macun District, Jiaozuo City (west side of Wanfang aluminum plant).
Product and production scale: the product is prebaked anode with a production scale of 150000 T / A.
Production process: raw petroleum coke powder, liquid modified asphalt, metallurgical coke (baking filler) are purchased as raw materials besides prebaked anode, and are made by coarse crushing, calcination, medium crushing, grinding, screening, batching, kneading, molding, cooling and roasting.
Main environmental protection measures and rectification:
(1) Waste gas
① Flue gas at the outlet of CALCINER: at present, the exhaust gas at the outlet of six calciners is treated by introducing a set of "filter element type dust collector" and four sets of bag type dust remover through the gas gathering system, and then discharged through the exhaust funnel less than 15m high, and the height of the exhaust cylinder is not up to the standard. Therefore, the exhaust gas emission rate should be strictly 50%.
② Waste gas from medium crushing
After being treated by 4 sets of mechanical back blowing bag type dust collectors, the waste gas of 1 ? medium crushing proportioning is respectively discharged through 30 m high exhaust cylinders, and 2 ? medium crushing proportioning waste gas is discharged through two sets of mechanical reverse blowing bag type dust collectors, and then discharged through 30 m high exhaust cylinders respectively, meeting the current environmental protection requirements.
③ Waste gas from molding and kneading
In project 2, the waste gas from the molding and kneading workshop was collected by the gas gathering system, and then treated by an electric tar precipitator, and then discharged through a 30m high exhaust cylinder, meeting the current environmental protection requirements; however, no waste gas collection and treatment measures were taken in the No.1 molding and kneading workshop, and the waste gas from molding and kneading dissipated in an unorganized way. The project is required to adopt gas gathering system to introduce the waste gas from molding and kneading in 1 ? molding workshop into a new set of electric tar precipitator for treatment, and then discharge through a 30m high exhaust cylinder.
④ Waste gas from calciner
There are six calciners in the project, and three sets of "gas gathering system + water spray + desulfurization and dust removal + 60m chimney + online waste gas monitoring device" are adopted to collect, process and monitor the flue gas of calciners in real time. Among them, 1 ? and 2 ? calciners, 3 ? and 4 ? calciners, 5 ? and 6 ? calciners share a set of treatment measures respectively. The waste gas treatment measures of calciner meet the current environmental protection requirements.
⑤ Waste gas from metallurgical screening
In the project, a metallurgical material screening machine is set up in the southeast corner of 1 ? - 3 ? roasting workshop, and a set of "gas collection system + bag type dust collector + 30m high exhaust cylinder" are respectively set up to collect and treat the waste gas, meeting the current environmental protection requirements.
⑥ Flue gas from roaster
There are three 38 chamber baking furnaces in the project to bake the raw pre baked anode blocks. At present, 1 ? and 2 ? roasters use gas collection system + electric precipitator to treat the roasting waste gas, and then they are discharged through two 60m high chimneys respectively; 3 ? roasting furnace waste gas is collected by the gas collection system, and is treated by an electric precipitator and discharged through a 70 m high chimney. The waste gas treatment measures of roasting furnace meet the current environmental protection requirements.
⑦ Waste gas from asphalt storage tank
The project adopts a group of 6 tanks of asphalt tanks to store the liquid asphalt. According to the site survey, no measures have been taken to collect the waste gas, and the waste gas is escaping in an unorganized way. The project is required to set up a gas gathering system to introduce the waste gas into a new set of electric tar precipitator for treatment, and then discharge it through a 30m high exhaust cylinder.
⑧ Waste gas from crushing of unqualified anode block
The jaw crusher for raw anode block crushing is set up in the raw petroleum coke yard in the open air, without any waste gas collection and treatment measures, and the waste gas is escaping in an unorganized way. The jaw crusher used for crushing unqualified anode blocks is required to be moved to No.2 medium crushing and batching workshop, and a gas collecting hood is set above the crusher. The waste gas is led to the 2 ? medium crushing and batching mechanical reverse blow bag filter for treatment by the fan, and then discharged through a 30m high exhaust cylinder.
⑨ Storage and transfer of raw materials
According to the field survey, raw petroleum coke for the production of prebaked anode is stored in the open air, which will produce dust in windy weather, which will affect the local ambient air; in rainy days, leaching wastewater will be produced, which will overflow along the plant area, causing safety hazards to the local groundwater quality; the raw materials in the plant area are mostly in powder form, which are transported by forklift truck, which is easy to cause scattering and diversion during transportation There is dust. The assessment requires that a warehouse should be set up to store raw raw petroleum coke. The warehouse should be closed on all sides, with export reserved and the ground hardened. At the same time, the material transfer belt should be closed to reduce the production of unorganized emission particles.
(2) Waste water
Wastewater mainly includes domestic sewage and production wastewater.
The domestic sewage is directly discharged into the sewage pipe network of the gathering area and discharged into Dashahe River after being treated by Wanfang sewage treatment plant, which meets the water collection standard of sewage treatment plant; the production wastewater includes calciner cooling water, desulfurization and dust removal wastewater, electric capture dust removal wastewater, and raw pre baked anode block cooling water. The above-mentioned wastewater is reused after cooling or sedimentation and is not discharged to meet the current environmental protection requirements.
(3) Solid waste
The solid wastes include unqualified anode blocks produced by kneading and roasting, raw petroleum coke powder collected by dust removal facilities, calcined petroleum coke powder, desulfurizer, sludge and office domestic waste.
